Webinar on Ease of Doing Business in Government Procurement

A good business environment is a pre-requisite for the economic growth of a nation. A country like India which is among the fastest developing countries in the world, has the potential to surpass the leading countries in terms of business, requires huge public procurement for its growing needs. Public procurement is an integral part of governance and financial management system of any country and it accounts for a substantial amount of global and national expenditure. Across the countries, public procurement accounts for about 15 percent of the GDP and in India its estimates are around 25% of GDP.

The public procurement process in India is quite complex given the federal framework for public service delivery. The constitutional arrangements across the Union and State governments, autonomous and statutory bodies, public sector undertakings and the local governments demand a broad range of requirements for providing public services. The system in India has become more complex as the country does not have a comprehensive public procurement law guiding the procurement activities. The Government of India has emphasized e-procurement as a tool for enhancing transparency, efficiency, and accountability in the public procurement. Further, the situation like ongoing pandemic requires relaxing norms for procurement of services by the Government.

The range of industries involved in public procurement is, therefore, as wide as what a government needs to function properly and to deliver public services to its citizens. Public procurement laws and regulations and their implementation in practice can encourage competition by increasing suppliers' confidence in the integrity and efficiency of the procurement process. The Government of India has put in place rules for public procurement preference to make in India.

Therefore, with a view to understanding and clarifying certain rules and regulations for expediting the Government procurement and for capacity enhancement, ASSOCHAM is organizing a Webinar on `Ease of Doing Business in Government Procurement` from 3:30 P.M. to 5:30 P.M. on October 08, 2021.
